How can I set all of my downloads, so that they go to my hdd instead of my ssd. I am on windows 10.

After doing that, files are now being downloaded onto my hdd, but are being extracted still to my ssd.

That's a case of setting the extract location each time you extract. I assume to change that default you'd have to regedit.
