If I want to speed up my laptop I need to get  more ram or get better cpu?

You most likely cannot upgrade the CPU, but to open applications faster a ssd would be the best way to improve your laptop.

As already suggested, SSD is a very smart upgrade -- not only will you get a huge and very noticeable performance increase, but it also uses less power, so that means slightly better battery life and slightly cooler (and quieter) laptop.

 

After that, 4GB is pretty much the bare minimum needed for a modern system. If you have less than that, get more RAM first. It will be cheaper than a 240GB or larger SSD (which is the smallest I'd go with on a laptop), and then assess whether you still need more performance.
