Heat Shrink

I have a coil whine problem with my powers supply and was told applying a heat shrink to the coil winding would work. the only problem is that i dont have nearly enough expertise to do this, is there any type of company that could heat shrink a coil winding?

This would require to open your Power Supply. If you're not an expert, don't do it. There are capacitors in there that can kill you. I don't think anyone would do this...

Its really dangerous opening a power supply after usage, as the capacitors can hold their high voltage charges and if you handle them the wrong way they can easily fry you.

you can either contact the PSU brand company about the issue, or take it to an electrician and let him do it for you.
