Is it normal for my gpu's core clock to be constantly jumping around 10-75mhz? Temps 60-70C. Messed a bit with power limit, temp limit, fans, and voltage but no difference.

 

Even overclocking and downclocking it does not change this, it still jumps around the same amount.

It is normal. I've noticed the same thing with my GPU. It does not stay at the highest boost clock particularly when the scenes are not that demanding.
