Best bang for buck would be an HD7870 or a GTX660ti (300 USD). Which one he picks depends on what games he'll play. He can just Google and find out which will be better for him. It might turn out he only needs an entry level card like a 7770 (which is only like 100 bucks) to play w/e he plays and that'll be way better than an APU.

Hmm. Well, all I can say is 7970>680 for those games. However, he won't need an Enthusiast level card to run those games with playable frames, It all depends on what graphical settings he wants to use. Max settings? He'll want at least a 7870/7950, though there are some 7850's that OC really well and can get very close to the 7870. Low(er) settings? I can't help there, I never use anything lower than the max settings. Might want to Google around a bit, remember to look at the drivers used when the cards were compared.

If you're (your friend, I've forgotten) going to get one of the best cards out there, spend an extra 50-100 bucks on a decent brand. Just my experience.
