This fan controller?

Any controller will take 3-pin fans. They work by limiting voltage/increasing resistance using a potentiometer, so you don't need a PWM cable (4th pin) to be present. ;)

 

Edit: Also, knowing this controller - you might want to shorten the cables. They're annoyingly long.
