So load the usb, reinstall ubuntu, then go to bios and set usb as boot device and then install ubuntu again from usb? That doesn't make any sense to me.

It could be a bunch of things, you had an error when installing ubuntu and it didnt copy all the right iso files, you could be booting from something other than the usb from bios its hard to say thats why i say re-do the process, from a seperate laptop or desktop goto the ubuntu website and re-download the iso on the usb
