I'm not aware of any consumer solutions, however you would need something to cool the liquid. If the liquid was in a large enough volume, ambient temperature would be enough, and this is the workings of an oil cooled pc. If you found some sort of endothermic device (small refrigeration unit perhaps?) you could do it. Sounds like a cool (heh, excuse the pun) little project.

You can make a fanless PC without using water at all. If you had a 360 rad on just the CPU that would be enough to cool the CPU fanlessly.

You would also need to think about the VRM, GPU and PSU as well has the hard drives and pump.

You could do it. In fact I will be doing it. I plan to have my fans off while my PC is at idle and just have 1 140mm fan to direct the airflow.

You also have to remember that the rads would have to be horizontal because air has to rise through them.

You can get radiators designed for passive use. They're very large, I've seen builds where the uses have very large cases and bolt the rads to the outside of the side panels.

They're called alphacool cape cora.

You can do it with air too:

passive psu, passive gpu, passive mobo, then use a NoFan cpu cooler.

But if i shall answer serious, i woud say that you can put the fans outsite the case, but still it wont fanless.
