Even though the performance I am getting is not game breaking, I do get quite a bit of stutter/jitter on any quality settings and was wondering if its just the optimization or whether I can fix it. I have tweaked with pretty much everything in the console however I feel like the lag mostly occurs while rendering.

Yeah, stuttering happens sometimes when rendering since it is under development. Are you using the experimental settings? If you are then switch it back to recommended, also putting it on an SSD helps.

Edit: if it still stutters then you can try this fix: https://steamcommunity.com/app/264710/discussions/0/617336568085642233/
