I have a 4690k in a PC and it has the stock fan right now.  I didn't spend 30 dollars more for stock speeds so I figured I would buy a new cooler and then overclock it.  Problem is, I'm picky about how it looks on the inside and i think aftermarket air coolers look dumb.  I see on LinusTechTips those cpu watercooling loops and I don't really know how they work but I want one.

Is the watercooling CPU loop just independently the CPU or do I have to watercool everything?  I just want the CPU cooled so can I just order one and install it without any other work or something?  I just need someone to explain the installation and maintaining of one because I have never used one before.

You can find a lot of stuff for watercooling at Jayz's channel.

Also, you can choose if you want a whole reservoir just for the CPU and another for the GPU or a single reservoir for both of them or just the CPU only.

There are a lot of possibilities with watercooling.

If you just want to cool the CPU and have no plans to cool other stuffs later on , then go for whatever AIO that you like.
If you do then might wanna take a look at either custom loops or expandable AIOs from Swiftech or EK, which are beginner friendly.
