How does a program like Core Temp get processor load percentages of my quad core i5 3570k? and how should I read the cores frequencies and loads to make one frequency and a load that is overall or how should I look at it? and frequency that It theoretically is running at? Is it minimum, average or max frequency???

I would use Hardwaremonitor as it tells you everything you need to know and it will tell you what your CPU is currently running at.
