random frame strutters

When I am playing games and it requires like a high texture my frames will stutter (almost like a freeze) then just go back to normal.What could be causing this?

Specs:

i7 2600k 3.4ghz

8gb RAM

MSI gtx 960 4gb

Corsair h100i gtx cpu cooler

Sandisk 120gb SSD

2TB WD Green
