I just built this PC

i5 4460 3.2ghz
ASUS Strix OC Edtion GTX 960 2gb
ASUS H81M-D motherboard
Samsung SyncMaster940BW Monitor (Native 1440x900)
Windows 7 Enterprise (32 bit)

Problem:
I can't seem to find the 1440x900 resolution either in the Nvidia control panel or the windows resolution

Did you install the drivers for your graphics card?

Yes.

The cable I'm using is one side VGA and the other DVI-I

DVI being connected to the card and the VGA connected to the monitor

The monitor only has VGA and DVI-D

What are the available resolution options?

Go to nvidia control panel

Select Manage 3D Settings

Under Global Settings look for DSR FACTOR

Which one do I use?

 

on my end i have a 1080p monitor, to output 1440p i select 1.78x on the DSR factor to get the 2560 x 1440 resolution.
