GPU usage spikes

New build GPU behaving strangely.Has spikes while idling.During gaming for example in witcher when enter inventory menu or something simmilar usage drops to 0 or fluctuates but fps stays normal.In addition to that, during the intro scene when you launch witcher I had 30 fps with 0 usage.Same happened in the end of tutorial during that spooky scene.Otherwise FPS is 45-60(average around 52) with all High settings and Nvidia hairworks off.

I downloaded Windows Process Explorer and compared it's GPU usage with MSI afterburner and GPU-Z.Process Explorer doesn't show any spikes but GPU Z and MSI Afterburner do.I have run two UngineValley tests and got normal score for my GPU, prime95 for 1 hour with no issues(I know it's too short but still).

Model is R9 380 2 GB Sapphire Nitro, drivers 15.300.1025.1001, thou MSI afterburner is displaying older drivers.

You wouldn't happen to have Chrome open when the idle spikes occur by any chance? Chrome is GPU accelerated and can cause usage to spike. As for usage dropping to 0 in Witcher 3 menus, this is normal and happens to me, the menus use very little GPU power.
