Ralink and USB wifi problem

Im having issue with my usb wifi driver could not be loaded etc. Today i manage to fix it with system restore. Then another problem occur.

The wifi is fine now, but this ralink utility for odd reason its not running on booting, and this keep coming out (refer the pdf / link)

Have you tried reinstalling all the drivers + utility? Also OS it the most up to date version for windows 10?

Check starting programs in task manager to make sure its set to open on boot
