I don't actually know. What could I measure it with?

The safest way to test it is with a program like AIDA64. The most realistic way, is to measure the temperatures while under load from a program you will hit it the most with. (Like a video encode, as an example.)

Is it safe to have my 5820K running at 29-33C at idle? I have a hyper 212 EVO and two fans that came in my Define R5.

 

More than safe. 29-33 is perfect idling temperature, it's considered pretty cool. 

 

Your load temps also appear to be perfectly fine, one could get away with load temps in the likes of 70C+...
