Windows 10 background stuck as solid colour

In Windows 10 settings, when I try to change the background option from 'Solid colour' to 'Picture', it just switches back to 'Solid colour'. Any ideas?

did you upgrade from windows 7/8?

I tried that in Internet Explorer but the background didn't change.

I did that and it said it had fixed some corrupted files, but the problem still persists.
