Foliage Visibility Range turn down to medium, helps in FPS in general.

As for the specs, it should be fine, it can lag a little when the textures are loading. What is your power supply? Is your GPU @99% all the time during gameplay?

CPU: AMD Ryzen 7 5800X3D GPU: AMD Radeon RX 6900 XT 16GB GDDR6 Motherboard: MSI PRESTIGE X570 CREATION
AIO: Corsair H150i Pro RAM: Corsair Dominator Platinum RGB 32GB 3600MHz DDR4 Case: Lian Li PC-O11 Dynamic PSU: Corsair RM850x White

That is actually pretty decent fps. I have every setting on max except for hairworks, and I pull 40 fps average with my overclocked MSI R9 270x.

That has not necessarily to do with your GPU. This is more a Frametime issue due to your 8GB system memory. Of course this would be getting better if you go down in settings, but why would you? I doubt that anyone can see a dip to 45FPS unless you play competitive FPS.

Then how is my older AMD card playing TW3 at max setting at almost same fps as you?

In addition to what the others are saying, turn off motion blur.

Adding another 8gb ram might fix the issue? i realy hate the fps downrates, i dont know it disturb me for some reason /:

I can´t say for sure but many modern games seem to like 16GB system memory better for more stable Frametimes. It depends on the PC itself, sorry but it´s impossible to say jay or nay from a distance.

I seriously don't get where this 8 vs 16 GB nonsense comes from.

8GB is not a sweet spot for gamers anymore, but unless someone is using full 8 gigs, there's no difference in performance

CPU bottleneck. FPS drops in cities and villages in TW3 are normal with i5's.

Most gamers buy 16GB because RAM is cheap, not because they need it.

Are you one of those people who think i5's can't bottleneck a system? Games like Witcher 3, GTA V have complex physics and AI, a lot of NPCs on the screen, and can fully utilize 6-8 cores/threads. Not only do i7's push more fps, but frametime is also more consistent. Check out some DigitalFoundry's tests on YT and pay attention to frametime as well.

Perhaps less so if you overclock.
