So my friend wants to know if he can play CSGO on his PC, he has a Pentium E2180 @2GHz and 2GB of RAM.

It will struggle to keep solid 30 fps. So no.

He should run it with 4:3 not stretched with black bars. Should be able to keep 30fps ish,.
