Reference 7970 fan

The problem is quite simple. One of my 7970s fan does not speed up. It stays at a constant low rpm. Even if i manually adjust the value in Catalyst or Afterburner it makes no change.

I'm not running the new crimson drivers so that i don't think is the problem. I've used the other 7970s are a control and the fan spins fine. The issue persists even with just that ome card installed.

 

Any thoughts?

Just an update, but I updated drivers and flashed a newer bios for the card. Neither worked.
