As a general rule, a single better card is better than two worse cards. 970.

I'm having a hard time deciding what I should do....

Even if it's toughest case scenario (haven't bought anything yet, looking to get 2 4GB 760 cards) I'd recommend the 970.

Benchmarks show that a 970 is approximately twice as fast as a 760 (keeping in mind the reference bios on the 970). A little less overall it looks like, but I'd still easily recommend the 970. Even if you managed to have 100% utilization of both 760s (which is definitely not going to happen in every game), you're not getting a lot more performance. There are a lot of issues with SLI that have been improved, but it's still not as solid or consistent as a single GPU. The potential hassle of games not supporting SLI, or getting stuttering issues, or having driver issues for a particular game isn't worth it imo 

You also get the added benefit of having more up to date software as well. A minor thing for sure, but there's not much you'd be missing by going with the 970 instead of the 760s.
