What is this monitor all I know that its a dell. Is it the older model of the U2312HM?

It's pretty much impossible to tell. We need more info like size what you think the panel type is (TN/IPS) and anything else you can get like ports.

Edit: Also that's a tiny shitty picture, you're going to have to do better than that

Definitely, after looking  through the listings, it's not really worth it unless you already have one and just want to dual monitor setup.

Yup. The U2312HM is a lot better. It's the newer version of it.
