Skyrim only using 1 core?

This was not much of an issue in the base game (it lagged a bit in cities, with gpu usages below 50%), but after I installed the realvision enb, all hell broke loose.

 

For example in solitude, the cpu core 1 gets maxed out, and the gpu is sitting at 54% usage leading to sub 30 fps...

 

This is even after I edited the game's ini files to better utilize the cpu as seen here:
