so in the game when you make a prison you can pick like fog of war and unlimited funds. how do i know what im picking when you click a empty box it puts  a X in it, and usually a X means like no and a check would mean yes, so say i want gang members on would i make the box have a X or leave it empty.

 

The reason i ask is because i tested it with the unlimited funds, fist i made one with the box X'ed out and i didn't have unlimited money, 

 

then i made one with the box empty and i still didn't have unlimited money so im confused

X means the box is checked, therefore it means yes. You did have unlimited funds as you just will never go bankrupt no matter how much you've spent (you can go to -$1 billion and still be fine).

X is its checked, and fog of war is kind of annoying and pretty pointless to me

yes but i built a ground across my whole land and it said insufficient funds both times. i probably did something wrong
