Textured Masking/Border?

Hi all,

 

I used to look this up a bunch, but never found any easy way of doing it.

 

How would I go about creating a textured mask/border w/ alpha channel for active video footage, such as seen here?

Thanks! I do have access to all Adobe CC 2015.1, and I'm decently-well-versed in them, though AE is something I'm clearly still learning.

 

(The border around the center video is what I'm concerned with)
