so i was running unigine heaven trying out some things on the heaven settings. One of the things were Vsync. I turned that on and i had stable 30 fps.  Then i went to my gpu settings and noticed that there was something called Frame Rate Target Control, and when turned on,(ste at 44) the heaven benchmark stayed at 44. But.. when it sayed at 44, that was with the heaven settings vsynce turned off. are they the same thing just in different control panels?

Vsync outputs frames in accordance to the monitors refresh rate (hence why it is associated with input lag as you can get frames that were rendered a long time ago-figuratively speaking).

Frame target control achieves a similar thing by limiting the amount of frames the GPU can produce in x time rather than only displaying a frame per x time like vsync.
