They are the most powerful I can get with that form factor and i dont want a 15,6 or a 13.3 "gamer laptop" but feel free to suggest a laptop.

I can only use Windows.

Is your budget able to fit the new Dell XPS 15?

I said NO 15,6, and the XPS can't do anything for me since i need to draw a little on them and the XPS is really bad for that since i can't lay the screen flat, and that laptop has the same kind of CPU.

Right firstly the screen maybe a 15.6" screen, but it is in a 14" body, similar to the XPS 13 where the screen is 13" and the body is 11". The CPU is a quad core one, not dual core, so the type is already different straight away. If you need to draw, the Surface Pro 4 with keyboard cover would be your best bet. Also state your budget, for the ease of others to help you with suggestions.

First of all the surface i5 8gb ram cost 1700$ with out the keyboard and the keyboard is 150ish, the most expensive laptop i have mentioned cost 1280$ and a xps 13 i5/i7 is dual core and cost 1800-2000$ and the xps 15 is 2000-2500$, I don't want to use all my money on a laptop since i need to buy a new GPU. The only Dell i can use is a Dell XPS 12 (2013) and that PC is really hard to find used. The max I will give for a new laptop is 1300$

I thought that you could see approximately what I would give for a laptop when I had listed the ones I've looked at and their specs. I like the business laptops, as they Generally are higher quality. The only other laptop i can find with good specs while been small with touch is Acer Aspire R7-371T-745J, but that's a Acer laptop and Acer are so bad at making laptops.

With your original options, I think I'd go with the Yoga 14.

Well firstly it is new, so there is warranty, something I would like. Second, I don't think a screen of more than 1080p is required on a 14 inch screen. And it is not extremely thin, to me something that looks extremely thin feels so thermal-throttly to me lel, unless it is thin and has like 3 fans or something.

I can buy a HP Spectre X360 for half the price used ( 5 months old) what do you think about that deal?

Idk, for things like electronics I prefer brand new.

personally i'd throw as much ram as the T420 can handle at it and grab an SSD and that should be good for a while, and if it has a 1366x768 screen i'd upgrade it to a 1600x900, as that'd still be cheaper than getting another laptop.

Intel i5-6600K@4.2GHz, 16GB Crucial DDR4-2133, Gigabyte Z170X-UD3, Be quiet shadow rock slim, Sapphire RX 480 Nitro+ OC, Fractal design Integra M 550W, NZXT S340, Sandisk X110 128GB, WD black 750GB, Seagate momentus 160GB, HGST 160GB

It Has a 180Gb ssd from Lenovo and it has 8Gb of ram and 1600x900, but the whole pc is worn now and a touch screen would help me out in some of my classes.
