Steam - Update Queued

So, I have been using Euro Truck Simulator 2 for a while now, however i went to use it today and it says "update Queued" after it. I tried hitting play to start the download even though automatic updates are on but it staed at update queued. Help

Go into the download section and click on the arrow that brings it up in priority. Automatic updates may be queued, but they are also scheduled.

It flashes "scanning for steam game updates" when i hit play very briefly.

Disable the auto-update feature for the game, confirm the change, and then re-enable it, also confirming the changes to see if it goes away.

It won't let me disable automatic updates.
