Borderlands Pre Sequel low GPU usage

I got a new monitor for christmas yesterday which is 144hz, today I downloaded Borderlands The Pre Sequel to try out this new beast of a monitor. However, I noticed that my GPU is running at 20-30% and 80ish FPS, and CPU around 60-70%. I do see some spikes here and there (80% 200FPS) but it is not often. Is there any solution to this? It really feels like Vsync is on, which would be reasonable if it was at 144fps, but it's not.
