Windows 10 causing screentear

The GPU I have is a GTX 970.

 

The day I upgraded from windows 10 I'd get this constant fucking screentear even just using youtube on chrome. Since then THAT screentearing has gone away, but I still get it sometimes in video games. The biggest problem is when I try to stream with OBS I get a constant screentear right in the middle of my screen making everything unplayable. Does anybody know how to fix this?
