No it shouldn't because it will recognise that there isn't a cpu or ram in the mobo and not run

Umm... No. You can't even get to BIOS without a CPU or RAM.

Some motherboards support going into the BIOS without a CPU and/or RAM but in all cases, you won't be able to get past POSTING.
