Isaiah is right, but I'll try to clear it up a little more for you.
Refresh rate is the same thing as frames per second. A monitor's refresh rate is the LIMIT of frames it can display each second. A frame is a single image your computer outputs. So, if you have a 60 Hz monitor, it can display up to 60 frames per second.
