Can not type javascript: into URL bar?

Only if you paste it, if you manually type it, it remains there...

Why are you trying to?  If you want to run javascript on a certain page, Chrome's "element inspector" has a tab for that I believe.

All main browser makers disabled the javascript: URI because of social engineering hacks and other various browser security concerns a few years back. I think Internet Explorer 10+ still supports it somewhat.

 

Whenever I see people at college using ie9 I do

javascript:while(1)alert("USE A BETTER BROWSER");

for the lolz.

They removed it from firefox because people kept doing really fucking stupid shit with it. I assume you're trying to hack something so just try ctrl+shift+k to bring up the web console and try typing your javascript commands from there. Chances are you probably use view source a lot anyways, its right next to it.

asking about that technology is not illegial according to the CoC
