Stock heat sink no over locking

oh lol then yes you good. fx cpus are pretty hot to begin with so even to be at 40 with the stock heatsink isn't bad

Also is 60-70 degrees normal for playing games such as dirty bomb?

can't say for sure since ive never played that game, but to me i looks a bit like a csgo type game. 60 to 70 is high i would think, but its probably do to the stock cooler.the stock amd coolers do just enough to get by and nothing more. personally i wouldn't worry until you start hitting the 75c mark. After that point you start running into problems.

Is it normal for an AMD FX6300 cpu to run games such as dirty bomb at 60-70 degrees

the max recommended temps are around 65 degrees but your fx-6300 wont die if its at 70degrees , I would grab an hyper 212 evo and replace the stock cooler

my rig ( fx-8370@ 4.6GHz / Nepton 240m/ msi 970 gaming / 16 Gb corsair xms / antec VP700P /  aerocool xpredator x1 white / costum rgb lights / r9 290 direct cu2 / 1 TB hhd/ sandisk 128gb ssd / adata SP900 128gb )

peripherals ( steelseries apex / sharkoon fireglider black / razer goliathus / lg25ub55 )
