Is 650W enough watts for this build with overclocking, or should I buy a PSU with more watts?

I want a good reputable PSU which is fully modular too.

Yes, but dont get Windows 10 full and this is the same price but better

I had one other person recommend that exact same PSU, but many people told me to stick with Seasonic.

650W is enough and you picked a great PSU!

Okay, I've had a few people recommend to go with 750W so I'm just not 100% if 650W is good for when I overclock.

Are there any fully modular Seasonics you would recommend?

the one selected is excellent quality

I've heard only good things about Seasonic, I'm just not sure if when I overlock if it's a better idea to have 750W?

Also, any recomendations for a fully modular Seasonic?

SeaSonic makes very good PSUs but SuperFlower (makers of the EVGA G2) are on par with them.

Will the fans be loud and spinning a lot with the 650W?

nope - SeaSonic above the M12II are whisper-quiet
