Problem with TV

A friend of mine has a problem with her tv,when she turns it on instead of playing normally it just shows a picture(every time something different ,depending on the program of the time).In case that didn't explain it very well, it's like going to watch a stream on twitch and instead of a broadcast you are seeing a static picture.Sorry for the lack of specifics,(brand,country,etc).

do other tvs on the same cable connection work? If not the receiver is probably broken... Sorry im not much of a TV guy
