There is a long trouble shooting process to go through.

  • Check your internet connection to steam servers
  • Check the actual game services to see if they are up (google is your friend).
  • Disable all your firewalls. If this fixes the problem. Enable your anti-virus one again. Then the rest on by one to troubleshoot the problem.
  • Check your NAT settings on your router. Strict sometimes has some connection issues. Open is best for troubleshooting connection problems.
  • Check your router firewall settings. (should be included in the 3rd bullet point. If you didn't forget).
  • Start to forward your ports for Steam services as well as black ops 3. 

Ports to forward

  • 3074 TCP
  • 3074 UDP
  • 27014-27050 TCP
  • 3478 UDP
  • 4379-4380 UDP
  • 27000-27030 UDP

If everything above fails to work. Proceed to buy a decent game like CS:GO. Phone your ISP (internet service provider), and have them check the ports on their end.
