Actually 2  questions

1. Is this indeed the response time which you change?

2. Why would I want  to go with for example a lower response time and not just always play on 1000HZ?

It doesn't actually matter, since most standard keyboards these days have a 5ms+ response time with the switches and controller anyway. So in reality, it doesn't really matter what you put it on. For a mouse, it's a bit of a different story, but that's a different can of beans.
