define not turning on.

Is the problem that when you press the power button and nothing happens, or is windows just not loading but you can get into bios?

When in doubt, re-format.

But I don't know why it did that. Should it concerns me?

PSU's can die. Generally speaking its a defect that you had nothing to do with. If it happens again on the new one, then i'd start worrying.

When in doubt, re-format.

Off topic question but not really. Which software should I use to monitor the temperature or the processor? Could it be overheating? Maybe I didn't put my thermal paste correctly.

there are tons. Real Temp, your motherboard's software likely has temp monitoring, MSI afterburner can show your cpu temps as well.

That being said, your CPU overheating shouldn't have anything to do with your power supply being borked.

When in doubt, re-format.
