Why would he get a more expensive PSU when 500w 80+ would be fine?  Also why would he need a r9 380 when a GTX 960 is cheaper and generally preforms better.  Also he has no need for 4gb's of ram at 1080p.

The 380 is better than the 960 and SeaSonic PSUs are the best.

Also, 4gb is becoming necessary for 1080p

Yes there is, as a better PSU is more reliable and more efficient, which will save you more money in the future.

What makes SeaSonic better than a brand such as Corsair or Coolermaster?  Is EVGA not a reliable brand?

It all depends on the OEM. Corsair and Coolermaster and EVGA all have good power supplies (Vseries made by SeaSoniv, GS/G2/B2/P2/PS series Made by SuperFlower/SeaSonic, AX, AXI, HXI) but it depends on thw model. SeaSonic, however, uses high-quality components in all their PSUs.

cheaper components...

 

evga has some good units and soem not soo good, it all depends on who makes the ones that evga is reselling, the good ones from evga are g2 gs b2 and p2 series

 

other than that anything from seasonic, and superflower are what you want to go with since most of the good units from other sellers are made by these two
