HoF - Custom Bios Issues

I've been having some issues changing the fan speed on my HoF to idle at 0% fan speeds. I've followed @Lays guide on changing the fan speeds but no matter what I try I cannot get the fan speed below 40%. The guide can be found here.

Any help is much appreciated.

Yeah, I have the same issue with my Z170.  Fan speeds won't go below 45%. I felt like that's because, it's the point where the fan turns on and spins steady and doesn't chug/surge for power.  Correct me if I'm wrong. :o

Whatever it is, it's annoying. My HoF is loud af at idle.

If my guide doesn't work it's because the card has a hardware limiter to prevent the fan from spinning down.
