Need help pc isnt working well

Hi,

 

First, sorry for my english writen, i'm a french canadien who lives in Quebec! So...

 

I have a big problem with my new pc. When i play video game it as like a big latency. and when it is recomming it is fowarding the image that i skiped in the passed second in 1 to 2 sec.

 

My spec

OS - Windows 8.1, 8, 7, Vista ?  windows 7
· x86 (32-bit) or x64 ? x64
· What OS was originaly installed on the system? windows 7
· Is the OS an OEM version (came pre-installed on system) or full retail version (YOU purchased it from a retailer)?  full retail version
· Age of system (hardware) 1 week
· Age of OS installation - have you re-installed the OS? no
· CPU model intel i7-4790k 4 up to 4.4 ghz
· Video Card model gtx970 4gb msi twinfroz
· MotherBoard - (if NOT a laptop) gigabyte z97-HD3 
· Power Supply - brand & wattage (if laptop, skip this) corsair 750w
· System Manufacturer my own build
· Exact model number (if OEM or laptop)
· Laptop or Desktop? desktop

Ok man i'm gonna try and help, I'm Canadian too (from Edmonton) and speak a little bit of french (but not a lot) 
First you say "big latency" are you talking about high ping and FPS Drop? Is it stuttering (Est-ce bégaiement)?

 

Second This i dont understand? Recommig? Is it like screen tearing (Est-ce comme la déchirure d'écran)?

Just change the link and yes it is like an fps drop some how we can say it is like slow down of the fps.

and dont use google traduction it isnt good lol
