GTA V PC error

Alright, I'll start this off with saying that I have already talked to Rockstar, but all that I seem to get is automated answers, and no one can help. I've even called their support line, and they had no idea what was going on.

 

Here is the error :

I was able to solve this earlier with a VPN, but I sill got errors when trying to join multiplayer. I followed one of the instructions that a bot sent, and the error showed up again.

I've uninstalled, and reinstalled 4 times. I've even reinstalled Windows. I haven't the slightest clue how to fix it, and you guys fix it, I will be so grateful. This error has been going on for the past month or so, and the new updates haven't fixed it.
