I'm looking for a point and shoot that's basically matches what you're looking for. So far this is the camera that I'm looking at purchasing sometime soon.

A good chunk of vloggers use this camera for their everyday vlogging when they are out and about the city and so forth.

I highly suggest the Canon Rebel XT it is a pretty old camera and it is perfect for a beginner it is what i use it is simple durable and is awesome i am pretty sure it is about $200 or cheaper and i suggest buying a used one i promise you will fall in love with it good luck...

I personally would go with the Canon powershot model that Dudenstein suggested. Getting more modern tech is better than going older tech because it's cheaper.

 

The Canon Rebel XT is really old, it just isn't worth investing in it. It only has 8MP sensor compared to the 16MP sensor that the powershot one has.

 

 

If his budget is 300 dollars right now, I don't think he is thinking about investing in lenses later on.

If you are looking to get into a bit more advanced photography and you don't mind getting used and slightly older stuff I would recommend either the Panasonic GF2 @ $250 USD w/14mm lens:
