Website down but not down?

I was using Lang-8 10 minutes ago and then couldn't access it. I checked here: http://www.isitdownrightnow.com/lang-8.com.html and it says down for an hour. I managed to sign up and nearly complete a post when it was 'down' what's going on here?

Maybe the sign up process / post that you created wasn't really registered with the servers so it was invalid anyways and basically didn't work / won't show up for anyone else?
