I called the ISP, they said ( your internet is fine ) , been two weeks like that ( ping in games went from 40 smooth to 90+ constant ). Then I called again last sunday, they finally saw that some Amplifier was not working properly. They fixed it. 4 days after the fix I start getting agian 90+ ping and the time outs. I can't switch ISP, do you guys have idea why this happen??

I am pinging google.com , when internet is fine it's around 10ms

Check for a virus or backdoor first.

And you could also ask your neighbors if they have a simmilar issue.

My friends ping also went from 40 to 90, and also start losing packets

 

I think you should call your ISP again. Say that you get a time-out very often and that you are not the only one in your street. Your friend should call his ISP too. If more people report the same issue it's more like that your ISP will actually do sth.

Use a program such as WinMTR and let it run for about 5 minutes or so. It will perform constant traces, one every second, to every hop along the path to the destination you specify. With this information it will be easy to tell if the issue is on your end or not.
