First off, there is no such thing as "Ethernet Over Power" as you say. The devices you have linked are both "Power Over Ethernet" which means carrying power ... Over ethernet. It's used for powering a compatible device, like an AP, but only having to run the single ethernet cable to it.

If you actually want to carry ethernet over your power lines, well that's called Powerline. And in that case you can pick just about any brand, but so far I like Xyzel. TP-link, Dlink, and others sometimes get good reviews too.

Regardless of whether you want to use ethernet to also deliver power, or power to also deliver ethenet, you still need a router on the network to do DHCP and NAT, unless you only want a single computer to connect to your modem.
