posible instability?

I've had the 290/390 crossfire for a few days now and I'm seeing fluctuation in results when using synthetic benchmarks. Particularly in Valley my GPU usage doesn't stay at 100% for both GPUs, they trade places for the most part at 100%. It tends to bounce from around 75% to just under 100%. I don't remember this being an issue, I did adjust Witcher 3 to better utilize the crossfire last night but all those adjustment were made in the Witcher game files so I don't see how that would effect Valley.

 

Is this normal for crossfire to not use both cards at 100%? Possible card conflict(both are operating at the same core frequency)? Or could I have hit the limit of my PSU?
