After I installed my new gfx card i decided to format my hdd and start fresh. I formatted the hdd and it says " (Windows cannot be installed to disk 0 partition 1. Show details)

Delete all partitions and install is what I do.

yes you can. when you boot up the USb or disc to install it it asks what partition you want to install it on, just press delete partitions (this will delete everything on your HDD or SSD) then install it. and if when you boot up the USB or dick and it doesn't let you it could be corrupted if you put the OS on the disc or USB.

alright i ballsed up and deleted the patition 0

Delete all of the partitions on the drive you want to install Windows on, and then once you did that, click on the drive you want to install on, and click continue or next.
