Hi, I am going to build a computer for my father, He needs something that will run internet and small programs such as Microsoft Office and Windows Media very fast. Although he never games and never will. He owns a small business so he needs it reliable and to run very cool because he leaves it on all the time. will this build work for what he needs? BTW he loves red and black that why I went with these parts.

You' probably be fine with something along the lines of a G530 or an A4, anything more is really overkill given his usage. You'll see a larger performance increase (from his perspective) by adding an SSD instead, which would improve general responsiveness and such. A CPU cooler is only really necessary for overclocking too, at stock settings the stock heatsink is fine.

Also, cheaper, newer HDD.

The only thing I have to say, Is I want it powerful. My fathers like to have the best so an a10 is the best in his price range.
